RESULTS OF A STUDY BY THE DENVER RESEARCH INSTITUTE IN WHICH THE CCIC WAS REVIEWED IN TERMS OF CONTRACTED GOALS AND TIMETABLES AND THE NECESSARY ASSOCIATED SYSTEM DEVELOPMENT.
Abstract
INCLUDED IN THE REVIEW WAS ATTENTION TO ACCESSABILITY OF DATA, ACCURACY AND CURRENCY OF INFORMATION, COMPATABILITY WITH OTHER LOCAL AND FEDERAL CRIME INFORMATION SYSTEMS, SECURITY-PRIVACY CONSIDERATIONS, PRODUCTION OF SUMMARY STATISTICS, AND CAPABILITY FOR SYSTEM SELF-EVALUATION AND MODIFICATION. THERE WERE SEVERAL SOURCES OF DATA USED IN THE EVALUATION PROCESS: THE PROJECT GOALS AS SPECIFIED IN GRANT PROPOSALS; COLORADO BUREAU OF INVESTIGATION (CBI) QUARTERLY PROGRESS REPORTS AND INTERVIEWS WITH THE CICI PROJECT DIRECTOR; INTERVIEW WITH A COMPUTER COMPANY REPRESENTATIVE; RESULTS OF APPROXIMATELY 100 RETURNS OF A QUESTIONNAIRE SURVEY SENT TO USER AGENCIES; IN-DEPTH INTERVIEWS AND SITE VISITS TO SELECTED METRO-AREA TERMINAL USERS; AND A REVIEW OF SYSTEM DOCUMENTATION. IT WAS FOUND THAT THERE HAD BEEN SEVERAL DELAYS AND POSTPONEMENTS RELATIVE TO GOAL PROJECTIONS. HOWEVER, IT WAS ALSO FOUND THAT THE SYSTEM WAS WELL UTILIZED, WAS WANTED BY USERS, AND WAS CONSIDERED TO BE A NECESSARY TOOL IN THE PROCESS OF LAW ENFORCEMENT. PARTICULARLY APPRECIATED WAS THE CAPACITY FOR RAPID INTER- AND INTRASTATE COMMUNICATION.
