THREE AREAS CONCERNING THE FEMALE OFFENDER ARE EXAMINED IN THIS BRIEF: TYPICAL CRIMES OF THE FEMALE OFFENDER, SPECIAL PROBLEMS THE FEMALE OFFENDER MAY ENCOUNTER, AND CORRECTIONAL FACILITIES FOR WOMEN.
Abstract
THE CRIMINAL BEHAVIORS MOST OFTEN ASSOCIATED WITH WOMEN VAGRANCY, PROSTITUTION, ATTEMPTED SUICIDE, INTOXICATION, AND DRUG ABUSE - ARE EXAMINED IN ORDER TO DETERMINE WHETHER THEY SHOULD BE CONSIDERED CRIMINAL MATTERS OR WHETHER OTHER LEGISLATIVE PROVISIONS, SUCH AS HEALTH LEGISLATION, COULD BETTER DEAL WITH THESE BEHAVIORS. THE SPECIAL PROBLEMS WOMEN OFFENDERS MAY FACE AT VARIOUS STAGES OF THE LAW ENFORCEMENT JUDICIAL AND CORRECTIONAL PROCESSES ARE THEN DESCRIBED AND RECOMMENDATIONS FOR IMPROVEMENTS ARE MADE. CHARACTERISTICS OF THE FEMALE INMATE POPULATION AND THE CORRECTIONAL FACILITIES FOR WOMEN ARE OUTLINED. AFTER REVIEWING THE ADVANTAGES AND DISADVANTAGES OF FEDERAL VERSUS PROVINCIAL MANAGEMENT OF WOMEN'S CORRECTIONAL INSTITUTIONS, IT IS RECOMMENDED THAT THE DETENTION OF FEMALE OFFENDERS IN CANADA BECOME THE RESPONSIBILITY OF PROVINCIAL AUTHORITIES.
