THE PURPOSES OF THIS PROJECT WERE TO DEVELOP AN EFFICIENT, OBJECTIVE, UNIFORM, AND CONSISTENT METHOD OF IDENTIFYING CASES FOR REFERRAL TO THE MAJOR OFFENSE BUREAU AND TO DEVELOP SUPPORTING FORMS FOR THE SYSTEM.
Abstract
TO DEVELOP THE CASE EVALUATION SYSTEM FOR BRONX DISTRICT ATTORNEY'S OFFICE, THE NATIONAL DISTRICT ATTORNEY'S ASSOCIATION UTILIZED THE SERVICES AND EXPERTISE OF THE NATIONAL CENTER FOR PROSECUTION MANAGEMENT. PROPER SCREENING AND EVALUATION CONTROL OF CASES AT INTAKE IN A LARGE DISTRICT ATTORNEY'S OFFICE ARE ESSENTIAL TO THE EFFICIENT PROCESSING AND DISPOSITION OF CASES THROUGHOUT THE COURT SYSTEM. THE ESSENCE OF THE MAJOR OFFENSE BUREAU IS SELECTIVE PROSECUTION AND CASE EVALUATION SYSTEMS ARE THE PROCESS BY WHICH SPECIAL ATTENTION IS GIVEN TO CRIMES THAT ARE PARTICULARLY TROUBLESOME TO THE COMMUNITY AND TO REPEAT OR SERIOUS CRIMINALS. THE SCOPE OF THE PROJECT THEN WAS DIRECTED AT ESSENTIALLY THREE LEVELS: DEVELOPING METHODS TO EVALUATE CASES FOR REFERRALS TO THE MAJOR OFFENSE BUREAU FOR SPECIAL PROSECUTION; EXPANDING THESE METHODS SO THAT THEY COULD BE USED AS A SCREENING TOOL FOR THE ENTIRE OFFICE; AND ANALYZING THE METHODOLOGY FOR ITS UTILITY IN TRANSFER TO OTHER JURISDICTIONS.
