ANALYSIS OF CORRECTIONAL NEEDS OF BROWARD COUNTY, POPULATION FORECAST, AND RECOMMENDATIONS FOR A COUNTY-WIDE CORRECTIONAL SYSTEM.
Abstract
RESEARCH WAS CONDUCTED TO OBTAIN A PICTURE OF EXISTING CORRECTIONAL FACILITIES AND PROGRAMS. RESULTS OF THE STUDIES COVER THE AREAS OF PROJECTED JAIL POPULATION, INMATE PROFILE, COUNTY COURT SYSTEM, PAROLE AND PROBATION, ALCOHOL AND ALCOHOLISM, DRUG ABUSE, AND COMMUNITY RESOURCES. IT WAS RECOMMENDED THAT ALL ADULT AND YOUTH CORRECTIONAL PROGRAMS BE ORGANIZED UNDER A SINGLE QUALIFIED ADMINISTRATOR, AND THAT THERE BE ESTABLISHED A DIAGNOSTIC UNIT, A CRISIS INTERVENTION PROGRAM, A DETOXIFICATION CENTER, AND A NETWORK OF HALFWAY HOUSES. RECOMMENDATIONS WERE ALSO MADE REGARDING MIMIMUM MEDICAL STANDARDS, WORK RELEASE PROGRAMS, RELEASE ON RECOGNIZANCE, INCREASE IN PROBATION, AND TRANSFER OF MENTAL INCOMPETENTS TO MEDICAL FACILITIES. IT WAS PROPOSED THAT A NEW COUNTY CORRECTIONAL FACILITY BE CONSTRUCTED FOR THE USE OF SENTENCED PRISONERS, WITH FEMALE OFFENDERS AND PRE-TRIAL PRISONERS HELD IN OTHER FACILITIES. THE MUNICIPAL JAIL WOULD BE USED 'SHORT TERM' HOLDING, AND THE STOCKADE PROGRAM WOULD BE DISCONTINUED. STATE FINANCIAL ASSISTANCE IS PROPOSED FOR SUCH CHANGES.
