THIS MANAGEMENT AND ORGANIZATION STUDY, COMPLETED ON JUNE 19, 1975, PROVIDES AN ASSESSMENT OF THE EFFECTIVENESS OF THE 35 SWORN - AND 5 UNSWORN-MEMBER POLICE DEPARTMENT IN BRUNSWICK, MAINE.
Abstract
THE REPORT IS A RESULT OF A REQUEST FOR TECHNICAL ASSISTANCE FROM THE CHIEF OF POLICE TO THE MAINE LAW ENFORCEMENT PLANNING AND ASSISTANCE AGENCY, THE STATE PLANNING AGENCY FOR MAINE. THE OBJECTIVES OF THE ASSISTANCE WERE TO PROVIDE AN OVERALL OPINION OF THE TOTAL EFFECTIVENESS OF THE DEPARTMENT, AN ASSESSMENT OF THE ADEQUACY AND EFFECTIVENESS OF THE RECORDS SYSTEM WITH RECOMMENDATIONS, OBSERVATION OF THE EFFECTIVENESS OF THE OFFICERS TO PATROLMEN DISTRIBUTION, AND AN EVALUATION OF COMMAND AND MANAGEMENT PROCEDURES. BY CONTRACTUAL AGREEMENT THE WORK ENCOMPASSED ACTUAL INSPECTIONS OF PROCEDURE AND RECORDS, AS WELL AS INTERVIEWS WITH THE CHIEF AND OTHER DEPARTMENT MEMBERS. THE AREAS EXAMINED IN THIS REPORT INCLUDE PERSONNEL, TRAINING, PERSONNEL SELECTION, PROMOTIONS, PERSONNEL EVALUATION, THE PATROL FUNCTION, TRAFFIC ENFORCEMENT, INVESTIGATIVE SERVICES, AND CROSS TRAINING. ALSO AN EVALUATED ARE THE ORGANIZATION, FACILITIES, RECORDS SYSTEM, AND MEASUREMENT AND EVALUATION. FOR EACH OF THESE AREAS, EXISTING PROCEDURES ARE DESCRIBED AND RECOMMENDATIONS FOR IMPROVEMENTS ARE PROVIDED.
