THE AUTHOR OUTLINES PROCEDURES FOR CONSTRUCTION OF AN INFLATION INDEX FOR POLICE SERVICES AND DEVELOPS AN ANALYTICAL METHOD FOR IDENTIFYING THE COMPONENTS OF EXPENDITURE GROWTH.
Abstract
THE AUTHOR FIRST DESCRIBES HOW A PRICE INDEX FOR POLICE SERVICES MAY BE DEVELOPED FROM TWO SOURCES OF INFORMATION - EXPENDITURE WEIGHTS FOR THE BASE YEAR AND PRICE RELATIVES (THE RATIO OF CURRENT-TO-BASE-YEAR PRICES). AN ANALYTICAL TECHNIQUE IS THEN OUTLINED WHICH PROVIDES A MEANS OF DETERMINING THE EXTENT TO WHICH INCREASES IN THE COST OF POLICE SERVICES CAN BE ATTRIBUTED TO: 1) INFLATIONARY INCREASES IN THE COST OF GOODS AND SERVICES PURCHASED BY POLICE DEPARTMENTS AND THEIR EMPLOYEES; 2) REAL INCREASES IN THE WAGES AND PENSION BENEFITS OF POLICE DEPARTMENT PERSONNEL; AND 3) INCREASES IN THE QUANTITIES OF GOODS AND SERVICES EMPLOYED IN THE PROVISION OF POLICE SERVICES. FINALLY, THE AUTHOR EXAMINES THE RESULTS OF THE APPLICATION OF THESE PROCEDURES TO THE EXPERIENCE OF ONE DEPARTMENT, THAT OF NEW YORK CITY DURING THE PERIOD 1965-1972. (AUTHOR ABSTRACT MODIFIED)
