Abstract
NOTING THAT THE CRIME RATES FOR THE CITY OF BUFFALO DECLINED FROM 27,313 OFFENSES KNOWN TO THE POLICE IN 1978 TO 26,979 IN 1979, THE POLICE COMMISSIONER COMPARES THIS ADMITTEDLY SLIGHT DECREASE TO THE NATIONWIDE UPWARD TRENDS, AND CALLS IT A SIGNIFICANT ACHIEVEMENT. DEPARTMENT MORALE IS DEFINED AS HIGH, AND POLICE-COMMUNITY RELATIONS AS EXCELLENT. GRAPHS AND STATISTICAL TABLES PORTRAY CRIME CONTROL AND OTHER POLICE ACTIVITIES, WHICH INCLUDE AGE OF PERSONNEL, DEPARTMENT BUDGET, MONTHLY AND YEARLY CALLS FOR POLICE SERVICE, CRIME CLOCK (INDEX), CRIME AND COMPLAINTS REPORTS, EVIDENCE COLLECTION UNIT, JUVENILE BUREAU, PATROL DIVISION-MANPOWER REPORTS, AND PRECINCT ACTIVITIES. ALSO INCLUDED ARE ADMINISTRATIVE AND ORGANIZATIONAL CHARTS, SALARY SCALES FOR UNIFORMED AND CIVILIAN POLICE PERSONNEL, AND RECORDS SECTIONS AND SURGEONS' REPORTS. A UNIFORM CRIME REPORT IS ALSO INCLUDED.
