Using the metaphor of "scaffolding" (support that is available to youth as they develop their own capacities), this study examines the role that the private sector and government organizations play in Victoria (Australia) in reinforcing this scaffolding with supports that facilitate better outcomes for youth.
Abstract
A survey of 213 community, school, and government service providers was conducted in March 2012. The survey analysis identified gaps in youth support services in Victoria; assessed the impact of these gaps on youths' health and well-being; identified relevant government policies and program initiatives; proposed solutions or actions to address youth support-service needs; and recommended policy changes for improving youths' health and well-being. The study findings indicate that five key elements are critical to building a strong service system for children and youth in Victoria. First, there is a need for support services across the life course from childhood through adolescence and into young adulthood. Second, early intervention is needed at every age and stage. A diverse mix of services can prevent problem behaviors, identify the need for early intervention when problems occur, and address crises that cause trauma. Third, service providers that specialize in particular service domains must collaborate with other specialized service providers in order to address diverse needs of youth efficiently and effectively. Fourth, services must be accessible and inclusive for diverse youth populations in Victoria. Fifth, services and supports for youth must be continually evaluated in order to ensure they achieve their intended goals. Recommendations pertain to the separate and joint actions of government and the private sector in strengthening the "scaffolding" that facilitates positive child and youth development. 17 figures, 245 references, and appended survey responses
