Abstract
THE FIRE AND LIFE SAFETY, GENERAL DESIGN, MECHANICAL, AND ARCHITECTURAL BARRIERS SUBCOMMITTES EACH REPORT RECOMMENDATIONS ON PROPOSED CHANGES IN THE UNIFORM BUILDING AND MECHANICAL CODES, 1976 EDITIONS, WHICH ARE RELATED TO ITS PARTICULAR SUBCOMMITTEE CONCERNS. THE FORMAT OF EACH REPORT INDICATES THE PROPOSED CHANGES, THE SUBCOMMITTEE'S RECOMMENDATION FOR EACH (APPROVAL OR DISAPPROVAL), AND THE SUBCOMMITTEE'S REASONS FOR ITS ACTION ON INDIVIDUAL PROPOSED CHANGES. THE FIRE AND LIFE SAFETY SUBCOMMITTEE, IN ADDITION TO REPORTING ON PROPOSED CHANGES IN CONCERNS RELATING TO FIRE SAFETY AND ACCIDENT PREVENTION IN BUILDINGS, ALSO INDICATES ACTION ON PROPOSED CHANGES HAVING TO DO WITH BUILDING SECURITY, WHICH DEAL PRIMARILY WITH THE SECURITY OF ACCESSES INTO BUILDINGS. RECOMMENDATIONS ON PROPOSED CHANGES IN TESTS FOR SECURITY DOOR AND WINDOW ASSEMBLIES ARE PART OF THIS SECTION. THE MECHANICAL SUBCOMMITTEE REPORT DEALS WITH PROPOSED CHANGES IN THE UNIFORM MECHANICAL CODE, WHICH RELATES TO THE CONSTRUCTION AND PLACEMENT OF MECHANICAL SYSTEMS CONTAINED IN BUILDINGS. THE ARCHITECTURAL BARRIERS SUBCOMMITTEE INDICATES RECOMMENDATIONS ON PROPOSED CHANGES IN ARCHITECTURAL DESIGN WHICH WILL FACILITATE ACCESS TO AND THE USE OF BUILDINGS BY HANDICAPPED PERSONS. ALSO INCLUDED IS A STUDY OF SELECTED COURT CASES IN VARIOUS STATES WHICH SUPPORT THE AUTHOR'S CONTENTION THAT A LANDLORD'S RESPONSIBILITY FOR PROVIDING REASONABLE SECURITY FOR HIS TENANTS CURRENTLY HAS MANY BROAD-BASED LEGAL PRECEDENTS.
