INFORMATION AND STATISTICS ARE PROVIDED FOR THE NEW JERSEY BUREAU OF PAROLE'S OPERATIONS FOR CALENDAR YEAR 1979, SUPPLEMENTED WITH AVAILABLE FISCAL 1979 STATISTICS.
Abstract
NEAR THE END OF 1979, LEGISLATION WAS PASSED WHICH WILL DRAMATICALLY CHANGE THE FUTURE OF THE BUREAU OF PAROLE. THE STATUTE MANDATES THE THE BUREAU WILL, AMONG OTHER THINGS, SUPERVISE COUNTY JAIL PAROLEES, COLLECT REVENUES FROM OFFENDERS, AND ALLOW ATTORNEYS IN PROBABLE CAUSE HEARINGS. THE TEAM CONCEPT IN PAROLE SUPERVISION, ALONG WITH WORKLOAD CLASSIFICATION, HAS BEEN OPERATIONAL FOR JUST OVER 1.5 YEARS, AND FOR THE MOST PART, BENEFITS ARE BEING REALIZED. THE BASE EXPECTANCY SCALE HAS PROVED A USEFUL TOOL IN CLASSIFYING PAROLEES ACCORDING TO DEGREE OF RISK. IN ITS QUEST FOR ACCREDITATION, THE BUREAU SPENT CONSIDERABLE TIME DEVELOPING DOCUMENTATION OF COMPLIANCE TO ACCREDITATION STANDARDS. A PROGRAM FOR SERVING THE HISPANIC COMMUNITY WAS BEGUN WITH THE PLACEMENT OF BILINGUAL PAROLE OFFICERS IN EACH DISTRICT. IN ADDITION TO REGULAR SUPERVISION OF HISPANIC OFFENDERS, THE OFFICERS PROVIDE GENERAL ASSISTANCE TO THE HISPANIC COMMUNITY THROUGH COUNSELING AND REFERRAL SERVICES. AT THE END OF THE YEAR, 8,470 CASES HAD BEEN UNDER SUPERVISION FOR THE YEAR. THIS WAS AN INCREASE OF 241 CASES FROM THE PREVIOUS YEAR. A TOTAL OF 724 PAROLEES WAS DISCHARGED PRIOR TO EXPIRATION OF MAXIMUM SENTENCE UPON RECOMMENDATION OF THE BUREAU.
