BURGLARY REDUCTION AS A CRIME PREVENTION STRATEGY IS ASSESSED IN A REPORT ON BURGLARY REDUCTION PROGRAMS IN WASHINGTON AND THROUGHOUT THE UNITED STATES.
Abstract
THE REPORT COVERS COMMUNITY INVOLVEMENT AND EDUCATION, INTERNAL POLICE DEPARTMENT IMPROVEMENT, AND EQUIPMENT PROGRAMS UNDERTAKEN IN URBAN, RURAL, AND SUBURBAN WASHINGTON COMMUNITIES. THE PROJECTS INCLUDE PROPERTY-MARKING PROGRAMS, HOME SECURITY CHECKS, BLOCK-WATCH PROGRAMS, IMPROVEMENTS IN INVESTIGATIVE AND OTHER POLICE TECHNIQUES, ANTIFENCING CAMPAIGNS, AND BURGLAR ALARM LOAN PROGRAMS. A STATEWIDE 'CRIME WATCH' PROJECT HAS SPONSORED MEDIA CAMPAIGNS, PUBLISHED A NEWSLETTER, ORGANIZED WORKSHOPS, AND COORDINATED LOCAL EFFORTS. PROJECTS UNDERWAY IN SPECIFIC WASHINGTON COMMUNITIES ARE DESCRIBED BRIEFLY, AS ARE BURGLARY REDUCTION EFFORTS IN MINNESOTA, ILLINOIS, OREGON, CALIFORNIA, MISSOURI, AND ELSEWHERE. THE SURVEY LEADS TO THE CONCLUSION THAT BURGLARY REDUCTION PROGRAMS ARE POTENTIALLY SUCCESSFUL BUT THAT THE IMPACT OF THE PROGRAMS IS DIFFICULT TO DOCUMENT. PROBLEMS ENCOUNTERED IN EVALUATING BURGLARY REDUCTION PROGRAMS ARE DISCUSSED. CHARACTERISTICS OF THE BURGLAR AND OF THE CRIME OF BURGLARY IDENTIFIED IN NATIONAL AND (WASHINGTON) STATE RESEARCH ARE SUMMARIZED. SUPPORTING DATA FROM WASHINGTON PROJECTS, A LIST OF STATE AND NATIONAL RESOURCES ON BURGLARY REDUCTION, AND A 21-PAGE BIBLIOGRAPHY ARE PROVIDED.
