GENERAL INFORMATION ON POLICE CADET PROGRAMS, ADVANTAGES AND DISADVANTAGES, TRAINING GOALS, AND INHERENT PROBLEMS OF SUCH PROGRAMS.
Abstract
AN INDUCTION SYSTEM FOR NON-CADET EMPLOYEES OF A POLICE DEPARTMENT IS DESCRIBED. THIS PROGRAM PROVIDES POSSIBLE CANDIDATES FOR POLICE SERVICE, WITH GENERAL EXPOSURE TO POLICE WORK, BUT NOT SPECIFIC TRAINING OF A CADET SYSTEM. THE APPLICATION OF THE MANPOWER DEVELOPMENT TRAINING ACT TO POLICE RECRUITMENT AND TRAINING PROGRAMS IS EXPLAINED, AND SPECIAL REFERENCE IS MADE TO A PROGRAM INSTITUTED IN CONJUNCTION WITH THE NEW YORK CITY POLICE DEPARTMENT. THE AUTHOR OFFERS A RATIONALE FOR REDUCING THE ENTRANCE LEVEL MINIMUM AGE RESTRICTION FROM 21 TO 18.
