This manual presents the concept of Virginia's CADRE (Commonwealth Alliance for Drug Rehabilitation and Education), a statewide plan to decrease juvenile drug and alcohol abuse and to provide guidance for starting a local CADRE.
Abstract
Under the umbrella of the Governor's Council on Alcohol and Drug Abuse Problems, CADRE has three independent but interrelated organizations: State CADRE, local CADRE's, and the CADRE Foundation. The State CADRE provides a centralized, coordinated approach for addressing youth substance abuse statewide. A State CADRE ensures coordination of State experts and resources to guide, support, and assist localities with programs, education, awareness, treatment, and enforcement. Local CADRE's are in each school district throughout the State, bringing together representatives of education, prevention, treatment, and law enforcement to address each district's youth substance abuse problem. The CADRE Foundation is a nonprofit, private corporation that provides funding and other resources for CADRE's efforts. Guidance for starting a local CADRE encompasses organization, objectives, a checklist for success, a model agenda for the first local meeting, a checklist for programs/services, a problemsolving model, and a form for an action plan. Also included in the manual are the agenda and workshop descriptions for the CADRE 1988 spring conference, guidance for accessing the State system, and workshop handouts.
