California Department of Corrections (CDC) policies dealing with prerelease and postrelease programming, release policies, and the evaluation and treatment of mentally disordered offenders are reviewed with reference to the 1987 parole of convicted rapist-maimer, Lawrence Singleton, after serving only 8 years of a 14-year sentence.
Abstract
Testimony dealt with worktime credits for violent felony offenders, correctional counselor caseloads, the M-2 sponsor program, inmate educational and vocational programs, inmate employment and work furloughs, mandatory versus voluntary program participation, determinate and indeterminate sentences, conditions of parole, parole supervision and services, employment services, and county law enforcement notification of placements. Other testimony examined CDC and Department of Mental Health evaluation procedures, transfer of mentally disordered offenders, civil commitment, substance abuse and outpatient treatment, and treatment effectiveness. Recommendations in each of these areas are provided. A transcript of the entire hearing is appended.
