This report presents the California Department of Corrections' (CDC) projections of institutional, parole, and outpatient populations for fiscal years 1996-97 through 2001-02.
Abstract
The projections are based on the most current available data and existing law. The projections do not include possible effects of the recent California Supreme Court decision in People v. Romero, which upheld the trial court's power to dismiss prior felony conviction allegations. For fall 1996 the institutional population projection was 141,017 (actual data); and for spring 1996 the institutional population projection is 143,170. For fall 2002 the institutional population projection is 204,215, and the spring 2002 projection is 236,514. The parole population was projected to be 96,879 on June 30, 1996, which was lower than the actual population by 1,134. The fall projection of the parole and outpatient population for 2002 is 128,787. Actual and projected data are provided for felon admissions, significant chaptered legislation and initiatives, the Work Incentive Program, court sentences, placement need projections, parole violators, and the felon parole population.
