THE PROCEEDINGS OF THE 1977 COLLOQUIUM ON CORRECTIONAL FACILITIES PLANNING BROUGHT TOGETHER EXPERTS IN PLANNING AND DESIGN AND RELATED FIELDS FOR THE PURPOSE OF EXAMINING THE COMPLEX ASPECTS OF CORRECTIONAL PLANNING.
Abstract
IT WAS HOPED THAT THE INTERDISCIPLINARY PERSPECTIVES PRESENTED BY COLLOQUIUM PARTICIPANTS WOULD PROVIDE INPUT FOR THE CALIFORNIA DEPARTMENT OF CORRECTIONS ON ISSUES AND TRENDS IN CORRECTIONAL FACILITIES PLANNING. A SUMMARY REPORT ON MAJOR CONCEPTS DISCUSSED BY PROGRAM PARTICIPANTS IN THE AREAS OF PLANNING PROCESSES, THE CORRECTIONAL SYSTEM, CORRECTIONAL OBJECTIVES, ALTERNATIVES IN AND BEYOND FACILITY DESIGN, AND THE PROCESS AND PLAN OF PRODUCT DEVELOPMENT IS PRESENTED. MAJOR EMPHASIS WAS ON THE NEED FOR AND IMPEDIMENTS TO A COMPREHENSIVE AND LONG-RANGE SYSTEMS APPROACH TO CORRECTIONAL FACILITIES PLANNING AND DESIGN. TRENDS IN INSTITUTIONAL OBJECTIVES AND PROGRAMS TO MEET THESE OBJECTIVES WERE EXAMINED. DESIGN PROPOSALS TENDED TO EMPHASIZE THE CONSTRUCTION OF SMALL FACILITIES IN URBAN OR NEAR-URBAN LOCATIONS. REHABILITATIVE AND JUSTICE MODELS OF RESPONSE IN CORRECTIONS WERE EXAMINED; AND THE IMPACT OF LEGISLATION AND JUDICIAL DECISION, PARTICULARLY IN THE AREA OF PRISONER'S RIGHTS, WERE DISCUSSED. THE IMPORTANCE OF FUNCTIONAL FACILITY DESIGN, WHICH ALSO PERMITS FLEXIBILITY TO CHANGING INMATE POPULATIONS AND CORRECTIONAL NEEDS, WAS STRESSED. PROGRAM COST-EFFECTIVENESS AND CORRECTIONAL FACILITY DESIGN STANDARDS WERE ALSO EXPLORED. PAPERS PRESENTED BY 15 COLLOQUIUM CONSULTANTS ARE REPRODUCED. THE FOLLOWING TOPICS WERE INCLUDED: ORGANIZATIONAL AND MANAGEMENT CONSIDERATIONS IN FACILITY DESIGN; IMPLICATIONS OF RESEARCH AND STANDARDS/GOALS FOR FACILITIES DESIGN AND PLANNING; ESSENTIAL CONSIDERATIONS IN FACILITY PLANNING; CORRECTIONAL PLANNING RESPONSES IN OKLAHOMA AND FLORIDA; INNOVATIVE PROGRAMS AND CORRECTIONAL PLANNING IN THE FEDERAL PRISONS; CONTROL OF GANG VIOLENCE IN CALIFORNIA PRISONS; THE IMPACT OF PRISONERS' RIGHTS ON FACILITY PLANNING; PRISON INDUSTRIES; HISTORICAL FORCES AND CURRENT TRENDS IN CORRECTIONAL PLANNING; A JUSTICE MODEL OF CORRECTIONS; RACIAL ISSUES IN CORRECTIONS; AND ECONOMIC CONSIDERATIONS IN CORRECTIONAL PLANNING.
