NARRATIVE AND STATISTICAL DATA DEPICTING PROGRAM ACTIVITIES AND TRENDS, WARD CHARACTERISTICS, POPULATION MOVEMENT, AND PAROLE PERFORMANCE.
Abstract
THE ROLE OF THE YOUTH AUTHORITY IS TO REHABILITATE YOUTHFUL OFFENDERS AND PROVIDE STATE LEADERSHIP IN THE DEVELOPMENT AND MAINTENANCE OF A COMPREHENSIVE PROGRAM OF COMMUNITY CORRECTIONAL SERVICES. THE INTRODUCTORY MATERIAL BRIEFLY DISCUSSES THE YOUTH AUTHORITY BOARD, TRENDS IN REHABILITATION SERVICES, COMMUNITY SERVICES, RESEARCH AND DEVELOPMENT, AND STAFFING POLICIES. THE MANNER IN WHICH THE YOUTH AUTHORITY IS FUNDED IS GRAPHICALLY ILLUSTRATED. STATISTICAL HIGHLIGHTS INDICATE THAT SINCE 1965 FIRST COMMITMENTS, PAROLE VIOLATORS, AND THE NUMBER OF FEMALE WARDS ARE DECREASING. SINCE 1965 THE LENGTH OF STAY IN INSTITUTIONS, AND THE LENGTH OF STAY ON PAROLE INCREASED. DURING 1971 STATISTICS SHOW AN INCREASE IN COMMITMENTS FROM THE CRIMINAL COURTS AND A DECREASE FROM THE JUVENILE COURTS. DATA ARE ALSO PROVIDED ON ETHNIC GROUP COMPOSITION, AND INSTITUTIONAL PER CAPITA COSTS. INCLUDED IS A LIST OF CALIFORNIA YOUTH AUTHORITY INSTITUTIONS AND PAROLE OFFICES, AND A MAP SHOWING THEIR LOCATION.
