This document describes California's Gang Violence Suppression (GVS) Program and presents the administrative guidelines for the implementation of the GVS program.
Abstract
The GVS program is designed to reduce the level of gang violence and divert potentially dangerous gang activity into more positive and constructive behavior. The program also aims to maintain communication between law enforcement agencies, prosecutors' offices, community-based organizations, probation departments, schools, the community, and family of gang members or potential gang members. The law enforcement and prosecution components intend to identify, prosecute, and remove gang-violence perpetrators from the community, and the probation component uses intensive supervision in the community to prevent violent incidents. The program currently consists of two models: a multicomponent group model that requires the use of all program components to address the gang/drug problems of a single target area and a single-component model that explores new projects that have an innovative approach or provide a broad impact in the State. This document contains the administrative guidelines for the implementation of the GVS program. The mandatory elements for the program components are listed in the enclosed guidelines. These guidelines are applicable to any GVS grant award with an implementation date of July 1, 1991, or later. Also included is useful information that may serve as a model for jurisdictions that undertake antigang efforts apart from this grant program.
