California's Gang Violence Suppression (GVS) Program is intended to help local communities deal more effectively with youth gang violence and the increasing exposure of youth to illegal drugs, and the GVS single component program model is described.
Abstract
The program provides 1-year grant funding to law enforcement agencies and community-based organizations for projects designed to prevent and reduce gang-related violence. The goal of the single component model of the GVS Program is to reduce gang activity by providing gang- involved and at-risk youth with positive emotional reinforcement, adult supervision, and guidance and accountability. The model focuses project design and program objectives on prevention efforts; services must be proactive rather than reactive. In addition, the model assumes that gang and drug-related problems can be prevented by enhancing individual strengths through counseling services, conflict resolution training, mentoring programs, and vocational training and job placement. Administrative requirements associated with GVS-funded projects are identified. Provisions of California's Penal Code that apply to GVS and gang definitions are appended.
