THIS REPORT REFLECTS THE PROGRESS TOWARD EVALUATING THE SYSTEM FOR DETERMINING JUDICIAL IMPACT, REFINING THE SYSTEM, AND MAKING RECOMMENDATIONS REGARDING THE DESIRABILITY OF ANALYZING COURT-RELATED LEGISLATION.
Abstract
A VARIETY OF ACTIVITIES WERE UNDERTAKEN BY PROJECT STAFF TO EVALUATE THE SYSTEM FOR DETERMINING JUDICIAL IMPACT. THESE ACTIVITIES INCLUDED WIDESPREAD DISTRIBUTION OF THE FIRST YEAR REPORT, AS WELL AS A SERIES OF FIELD VISITS TO COURT OFFICIALS AND REPRESENTATIVES OF THE STATE AND LOCAL GOVERNMENT. THE EVALUATION CONFIRMED THE NEED FOR A MORE COMPREHENSIVE AND CONTINUING CONSIDERATION OF THE IMPACT OF LEGISLATIVE PROPOSALS ON THE COURTS. THE EVALUATION ALSO DETERMINED THAT THE CALIFORNIA JUDICIAL COUNCIL IS THE APPROPRIATE GROUP TO PREPARE JUDICIAL IMPACT REPORTS, AND THAT JUDICIAL IMPACT REPORTS SHOULD BE A REGULAR PART OF THE LEGISLATIVE PROCESS.
