Abstract
THE FINAL REPORT TRACES THE DEVELOPMENT OF THE LOWER COURT SYSTEM SINCE 1950. EACH OF THE 58 COUNTIES OF THE STATE WAS VISITED AND IN EACH A REPRESENTATIVE GROUP OF TRIAL JUDGES AND COURT RELATED PERSONNEL WAS INTERVIEWED. THE REPORT SUMMARIZES THEIR OPINIONS CONCERNING THE OBJECTIVES OF THE COURT SYSTEM AND THE PRESENT SYSTEM'S EFFECTIVENESS. THE TRAFFIC COURT FUNCTION OF THE LOWER COURTS IS ALSO EXPLAINED. THE KEY FEATURES OF A MAJOR COURT IMPROVEMENT PLAN INVOLVES CHANGES IN ORGANIZATION, MANAGEMENT, STAFFING AND PERSONNEL MANAGEMENT PRACTICES, COURT FINANCING, AND TRAFFIC COURT FUNCTION.
