THIS VOLUME DESCRIBES, IN SIMPLE LANGUAGE, 17 FEDERAL LAWS AND RELATED GRANT PROGRAMS ON YOUTH AND FAMILY SERVICES, TO PROVIDE A REFERENCE FOR THOSE WISHING TO CONSIDER THESE FUNDING SOURCES IN SETTING UP PROGRAMS.
Abstract
THE REPORT, PREPARED BY CALIFORNIA'S OFFICE OF CRIMINAL JUSTICE PLANNING, IS INTENDED AS A SELECTIVE RATHER THAN A COMPREHENSIVE SURVEY. EACH OF ITS 17 SECTIONS CONTAINS 3 PARTS, ORDERED ACCORDING TO THE CATALOG OF FEDERAL DOMESTIC ASSISTANCE (CFDA) NUMBERS. THE LEGISLATIVE SUMMARY DESCRIBES, IN CHART FORM, THE BASIC FEDERAL LEGISLATION INCLUDING PURPOSES, TYPES OF FUNDING, AND POSSIBLE APPLICABILITY TO YOUTH AND FAMILY PROGRAMS. PROGRAM SUMMARIES PRESENT DESCRIPTIVE BREAKDOWNS, ACCORDING TO THE CFDA, OF PROGRAMS INCLUDED IN THE LEGISLATION, CROSS-REFERENCED TO THE LEGISLATIVE SUMMARY AND APPROPRIATE FLOW CHARTS. THESE SUMMARIES LIST ELIGIBILITY REQUIREMENTS, TYPES OF GRANTS AVAILABLE, AND FEDERAL, STATE AND LOCAL CONTACTS. FINALLY, THE FLOW CHARTS PROVIDE VISUAL PORTRAYALS OF FUND FLOW FROM APPLICATION TO AWARD OR REJECTION. UNDER THE COMPREHENSIVE ALCOHOL ABUSE AND ALCOHOLISM PREVENTION, TREATMENT, AND REHABILITATION ACT, FOR EXAMPLE, PROGRAMS INCLUDE DEMONSTRATION PROGRAMS, FORMULA GRANTS, RESEARCH PROGRAMS, AND OTHERS. OTHER SECTIONS COVER FEDERAL LEGISLATION ON DRUG ABUSE, ADULT EDUCATION, ELEMENTARY AND SECONDARY EDUCATION, EDUCATION OF THE HANDICAPPED, AND VOCATIONAL EDUCATION. AREAS OF REHABILITATION, AGING, MEDICAL SERVICES, SOCIAL SERVICES, HOUSING, AND JUVENILE JUSTICE AND DELINQUENCY ARE ALSO INCLUDED.
