EVALUATION OF THE DESIGNS, TECHNIQUES, AND EFFECTIVENESS OF ANTI-CRIME PROGRAMS IN 3 JURISDICTIONS, TOGETHER WITH A RECOMMENDED EVALUATION STRATEGY.
Abstract
A PROGRAM TO REDUCE BURGLARIES, A PROJECT TO SUPPLY SELECTIVE CRIMINAL ACTIVITY INFORMATION TO AN AUTOMATED DATA PROCESSING SYSTEM, AND THE PROVISION OF A COMPUTER BASED MODULE FOR ALLOCATING PERSONNEL ARE THE PROGRAMS EVALUATED. THE COMMON DENOMINATOR OF THE PROJECTS IS THE USE OF SMALL UNITS OF SPECIALLY TRAINED OFFICERS TO GENERATE INFORMATION LEADING TO THE MOST EFFECTIVE USE OF LIMITED POLICE MANPOWER. COMMON OBJECTIVES ARE TO IMPROVE PATROL TECHNIQUES, INVESTIGATIONS AND CLEARANCE RATES, REDUCE THE MARKET FOR STOLEN PROPERTY, IMPROVE THE SECURITY OF BURGLARY TARGETS, AND ENCOURAGE PUBLIC PROGRAMS OF EDUCATION, AND COMMUNITY INVOLVEMENT. DUE TO THE BREVITY OF THE PROGRAMS, COMPARATIVE STATISTICAL EVALUATION WAS NOT POSSIBLE, BUT IT IS CONSIDERED THAT EACH PROJECT HAS OR WILL CONTRIBUTE TO CRIME PREVENTION AND SUPPRESSION. IT IS RECOMMENDED THAT EVALUATION SPECIALISTS BE ADDED TO REGIONAL STAFFS THROUGHOUT THE STATE TO STANDARDIZE MONITORING TECHNIQUES.
