Abstract
WHILE RECOGNIZING THAT IT IS NOT POSSIBLE TO ESTABLISH SPECIFIC GUIDELINES FOR EVERY SITUATION, THIS REPORT DOES COVER THE BASIC ELEMENTS COMMON TO ALL BOMB INCIDENTS WHICH SHOULD BE CONSIDERED IN ANY PLANNING EFFORT. IN THREE PARTS, THE REPORT DISCUSSES THE DEVELOPMENT OF BOMB INCIDENT POLICIES AND PROCEDURES, INDUSTRIAL DEFENSE AGAINST BOMB THREATS, AND PROVIDES A SECURITY CHECK LIST FOR USE BY PUBLIC OFFICIALS TO ENSURE THEIR OWN PERSONAL SECURITY AGAINST BOMBING ATTEMPTS.
