ANALYSIS OF PAROLE AGENT TIME DISTRIBUTION AS RELATED TO CASELOAD SIZE PLUS AN EXAMINATION OF THE DIFFERENTIAL ALLOCATION OF TIME FOR PERFORMING SPECIFIC ACTIVITIES FOR THE YEARS 1969 TO 1975.
Abstract
CHANGES IN THE OPERATION (OR EXPECTATIONS) WHICH MAY HAVE CONTRIBUTED TO THE DIFFERENTIAL TIME DISTRIBUTION ARE ALSO DOCUMENTED. THE 1975 STUDY COVERED 20 WORKING DAYS (MARCH 3-28) OF 300 CASE-CARRYING STAFF AND UNIT ADMINISTRATORS IN THE STATE YOUTH AUTHORITY. THE TIME SPENT IN VARIOUS PAROLE SERVICE ACTIVITIES (DIRECT SERVICES, VIOLATION INVESTIGATIONS, OTHER CASE RELATED SERVICES, ADMINISTRATIVE AND MANAGERIAL FUNCTIONS) WAS RECORDED IN 15-MINUTE INTERVALS. TABULAR DATA IS PRESENTED ON THE AVERAGE HOURS WORKED WEEKLY DURING THE REPORTING PERIOD, THE AVERAGE TIME SPENT IN EACH ACTIVITY, AND THE PERCENTAGE OF THE WORK WEEK DEVOTED TO EACH ACTIVITY. COMPARATIVE DATA INCLUDES THE RESULTS OF TIME STUDIES CONDUCTED AMONG CASE-CARRYING STAFF IN 1969, 1973, AND 1974. BETWEEN 1969 AND 1975, THE AVERAGE WORK WEEK OF CASE-CARRYING STAFF REMAINED RELATIVELY CONSTANT AT ABOUT 43-44 HOURS PER WEEK, TIME SPENT IN VIOLATIONS INCREASED SHARPLY, AND ROUTINE CASEWORK AND OTHER CASERELATED SERVICES TOWARDS AND THEIR FAMILIES DECREASED.
