REPORT ON THE SECOND YEAR OF A PROJECT TO DEVELOP A SYSTEM FOR EVALUATING THE IMPACT OF LEGISLATION ON THE COURT SYSTEM BEFORE IT IS ENACTED AND TO DETERMINE THE FEASIBILITY OF IMPLEMENTING THE SYSTEM.
Abstract
SECOND YEAR OBJECTIVES WERE TO REFINE THE SYSTEM PROPOSED IN THE FIRST YEAR TO ASSESS JUDICIAL IMPACT AND TO MAKE SPECIFIC RECOMMENDATIONS REGARDING THE IMPLEMENTATION OF THE JUDICIAL IMPACT PROCESS ON A CONTINUING BASIS. ACTIVITIES INCLUDED OBTAINING CANDID EVALUATIONS OF THE SCHEME FROM LEGISLATIVE, COURT, AND APPROPRIATE ADMINISTRATIVE PERSONNEL; REFINING GUIDELINES AND SYSTEM USING EVALUATION RECOMMENDATIONS; DEVELOPING STANDARD MEASURES OF EVALUATION; AND PREPARING JUDICIAL IMPACT REPORTS FOR SELECTED LEGISLATIVE PROPOSALS. THE REPORT CONTAINS A COMPLETE RESTATEMENT OF THE SYSTEM FOR DETERMINING THE IMPACT OF LEGISLATION ON THE COURTS AND A COMPREHENSIVE REVIEW OF THE DEVELOPMENT AND APPLICATION OF STANDARD MEASURES OF ANALYSIS AS A TOOL IN DETERMINING JUDICIAL IMPACT. RECOMMENDATIONS CONCERNING PREPARATION OF JUDICIAL IMPACT REPORTS AND THIRD YEAR ACTIVITIES RESULTING FROM SECOND YEAR ACTIVITIES ARE ALSO INCLUDED.
