THE RESULTS OF TESTING AIMED AT DEVELOPING BUILDING SECURITY EQUIPMENT (DOORS, LOCKS, AND WINDOWS) PERFORMANCE STANDARDS FOR PRIVATE RESIDENCE AND SMALL COMMERCIAL STRUCTURES ARE DOCUMENTED.
Abstract
A SYSTEMS APPROACH WAS TAKEN TO EVALUATING THE VULNERABILITY OF CONVENTIONAL DOORS, LOCKS, SLIDING GLASS DOORS AND WINDOWS, AND GLAZING PANELS TO FORCED ENTRY BY BURGLARS. THE REPORT COVERS THE HISTORY AND DESIGN OF THE RESEARCH, TESTING METHODS, RESULTS OF PERFORMANCE TESTS UNDER A VARIETY OF THREAT CONDITIONS (E.G., FORCE, MANIPULATION, CIRCUMVENTION), AND MODIFICATIONS REQUIRED TO REDUCE VULNERABILITY TO FORCED ENTRY. IN GENERAL, THE TESTS FOUND THAT MOST DOORS, LOCKS, AND WINDOWS ARE VULNERABLE AND REQUIRE MODIFICATIONS. FOR EXAMPLE, STANDARD EXTERIOR DOORS WILL NOT WITHSTAND A MAN'S CAPABILITY FOR FORCED ENTRY AND REQUIRE METAL REINFORCEMENT AT MAXIMUM CONCENTRATED LOAD LOCATIONS. ANOTHER FIND WAS THAT MINOR DIFFERENCES IN INSTALLATION DETAILS CAN MAKE MAJOR DIFFERENCES IN RESISTANCE TO FORCED ENTRY. DETAILS OF THE RESEARCH FINDINGS ARE ACCOMPANIED BY A COPY OF CALIFORNIA'S MODEL BUILDING SECURITY ORDINANCE, WHICH COVERS MINIMUM STANDARDS FOR DESIGN, CONSTRUCTION, QUALITY OF MATERIALS, USE AND OCCUPANCY, LOCATION, AND MAINTENANCE-ALL RELATIVE TO BURGLARY RESISTANCE IN PRIVATE HOMES AND SMALL COMMERCIAL BUILDINGS.
