These fact sheets, pamphlets, press releases, and other materials describe the programs and services of the California Youth Authority (CYA), which provides education, training, and treatment services for juvenile offenders and assists local justice agencies with their efforts to prevent and control crime and juvenile delinquency.
Abstract
CYA operates 11 institutions, 4 camps, 16 parole offices, and 2 parole residential drug treatment programs. More than 16,000 youths are in CYA institutions. The percentage of violent offenders has increased from 49.4 percent in 1985 to more than 64 percent in the past 2 years. Programs emphasize public protection and offender accountability. Accomplishments during 1996 included the establishment of a 60-hour parenting course for wards who are parents or parental figures, reorganized parole to enhance supervision of drug abusers, restructured the education program to make it student-centered and outcome- based, and involved wards in hundreds of thousands of hours of community service.
