THE REPORT CONTAINS INFORMATION ABOUT A CALIFORNIA PROGRAM THAT ALLOCATES STATE FUNDS TO THE VARIOUS PARTICIPATING COUNTIES FOR THE DEVELOPMENT OF ADEQUATE SPECIAL SUPERVISION PROBATION SERVICES.
Abstract
THE REPORT IS ORGANIZED INTO THREE SECTIONS. THE FIRST DESCRIBES THE EVOLUTION OF THE PROBATION SUBSIDY PROGRAM SINCE ITS INCEPTION IN TERMS OF COUNTY EARNINGS GENERATED AND COMMITMENT REDUCTIONS. THIS SECTION ALSO DESCRIBES THE SPECIAL SUPERVISION PROGRAMS CURRENTLY FUNDED UNDER THE PROBATION SUBSIDY PROGRAM. THE INFORMATION INCLUDES: NUMBER OF PROBATIONERS IN THE PROGRAM, NUMBER AND TYPE OF STAFF INVOLVED IN THE PROGRAM, MONTHLY COUNTY CASELOAD AVERAGES, AND DIAGNOSTIC CLASSIFICATIONS UTILIZED IN THE PROGRAM. SECTION TWO REVIEWS THE DEGREE OF ATTAINMENT OF TWO OF THE LEGISLATIVE GOALS OF THE PROGRAM IN LIGHT OF THE MOST CURRENT INFORMATION AVAILABLE. THE STATISTICAL DATA PRESENTED RELATES TO THE GOALS OF A 'DECREASED USE OF STATE CORRECTIONAL INSTITUTIONS' AND 'A MORE EVEN ADMINISTRATION OF JUSTICE.' THE FINAL SECTION IS A CONCLUDING SUMMARY THAT DISCUSSES THE NEED FOR REMEDIAL LEGISLATION TO SPECIFY MORE PRECISELY THE DESIRED GOALS OF THE PROGRAM.
