Annotation

The study examines the development of a new campus law enforcement program within the California State University and Colleges.

Abstract

Elements covered include the background of law enforcement services on U.S. campuses from pre-1960 to the present, the evolutionary process affecting the program during that time, and the significance of each state in the process. Additionally, the operational principles underpinning the current stage of development are examined for their relationship to established theories of criminology and organizational analysis. The three most significant operational models -- the security model, the municipal model, and the public safety model -- are reviewed for their positive and negative values in the law enforcement and educational communities. The operational perspective of the public safety model is explored through a pilot project of the California State University and Colleges. Implications of the study for the law enforcement community are the potential for combining safety-related services, the effectiveness of a proactive approach, and stereotyping within the police profession. Implications for the educational community include the operational improvements for law enforcement, the service orientation of campus support programs, and internal control over critical services.
