Annual report of the Canada Correctional Investigator which operates under the auspices of the Solicitor General and investigates complaints made by inmates as well as matters related to the supervision of inmates upon their release from penitentiaries on temporary absence, day parole, parole, or mandatory supervision.
Abstract
The statistical section of the report notes the number of complaints received and pending listing them by category, month, and region. Other statistical tables relate to institutional visits, inmate interviews, and disposition of complaints. Among the recommendations outstanding from the previous year's annual report are transfers, special handling units, exchange of services agreements, and correctional service internal investigations and internal audits. Other unresolved issues include corporate policy and internal regulatory documents, health care, use of force, access to file information, access to telephones, double bunking, and warning shots. Several new issues are raised in the current report: offender pay rates, criteria for humanitarian escorted temporary absences, inmate committee solicitation for funds for legal action, and the inmate grievance process. Additional subjects examined in the report include policy on handicapped offenders, visitor applications, delegation of authority, record of minor disciplinary hearings, officer identification, and access to mental health programming. 8 tables and 2 appendixes
