ROLE OF CENTERS TODAY AND OFFERS SUGGESTIONS FOR PRINCIPLES TO GUIDE THEIR EXPANSION IN CANADA.
Abstract
FOLLOWING A DISCUSSION OF METHODS, TOOLS, AND PROCESSES USED IN ARRIVING AT AN UNDERSTANDING OF COMMUNITY-BASED RESIDENTIAL CENTERS (C.R.C.), THE TASK FORCE PROVIDES A DESCRIPTION OF THE C.R.C. MOVEMENT, THE PHYSICAL FACILITIES, STAFF AND PROGRAMS OF THE C.R.C.'S, AND THE ECONOMIC OPERATIONS OF THOSE CENTERS. THE FINDINGS AND COMMENTS ARE EXPRESSED AS 26 DESCRIPTIVE STATEMENTS WHICH ADD UP TO A COLLECTIVE DEFINITION OF CANADIAN C.R.C.'S AND THE ROLE THEY ARE FILLING TODAY. A SUMMARY OF THE PHILOSOPHICAL BIASES OF THE MEMBERS OF THE TASK FORCE AS THESE AFFECT THEIR PERCEPTION OF THE CORRECTIONS FIELD IS PRESENTED, ALONG WITH A STATEMENT OF THE TASK FORCE'S CONCEPTION OF THE DIRECTION IN WHICH C.R.C.'S SHOULD GROW AND THE PRINCIPLES WHICH SHOULD UNDERLIE THIS GROWTH. THE SPECIFIC ROLE OF THE FEDERAL GOVERNMENT IN THIS PROGRAM IS ALSO DESCRIBED. THREE PROPOSALS FOR ALTERNATE 'DELIVERY SYSTEMS' OF FUNDING FOR FUTURE CENTERS ARE DISCUSSED, AND ELEVEN SPECIFIC RECOMMENDATIONS FOR FUTURE GROWTH AND EXPANSION ARE MADE. A SUMMARY OF IMPRESSIONS GAINED DURING THE SIX MONTHS THE TASK FORCE WAS IN EXISTENCE AND A BIBLIOGRAPHY ARE INCLUDED. THE ENTIRE DOCUMENT IS PRESENTED IN BOTH ENGLISH AND FRENCH.
