HISTORY OF THE DIVERSE INFLUENCES WHICH RESULTED IN THE ESTABLISHMENT OF CANADA'S FIRST REFORMATORY FOR JUVENILE OFFENDERS.
Abstract
IN THE EARLY 1800'S, YOUTHFUL OFFENDERS WERE INCARCERATED IN THE SAME PRISON AS ADULT CRIMINALS, AND WERE SUBJECT TO CRUEL AND INHUMAN PUNISHMENT. IN 1849, CANADA'S ROYAL COMMISSION ON PENITENTIARIES INVESTIGATED THESE CONDITIONS AND RECOMMENDED THAT SEPARATE FACILITIES BE ESTABLISHED FOR JUVENILE INMATES. THE UPPER CANADA REFORMATORY WAS OPENED IN RESPONSE TO THE COMMISSION'S REPORT. THE INSTITUTION'S PHYSICAL FACILITIES AND TREATMENT PROGRAM ARE DESCRIBED FOR THE FIRST YEARS OF ITS OPERATION.
