RECOMMENDS RESTRICTION TO 120 INMATES WHO ARE EITHER HIGH ESCAPE RISKS, ACTUALLY OR POTENTIALLY DANGEROUS, AND NOT PRIMARILY PSYCHIATRIC CASES, WITH PROGRAM DESIGNED TO BRING ABOUT TRANSFER TO MINIMUM SECURITY INSTITUTIONS.
Abstract
CONCLUSIONS IN THE REPORT REPRESENT A WIDE CONSENSUS AND RECEIVED THE UNANIMOUS SUPPORT OF THE MEMBERS OF THE WORKING GROUP. IT IS RECOMMENDED THAT THE PROGRAM EMPHASIS BE BASED IN SUCH CONCEPTS AS DYNAMIC SECURITY AND INTERPERSONAL RELATIONSHIPS AS THE MILIEU FOR CONSTRUCTIVE CHANGE, DICTATING THAT STAFF SELECTION STRESS PERSONALITY QUALITIES, EDUCATIONAL ACHIEVEMENT AND PROFESSIONAL COMPETENCE. A CADRE OF TRAINING SPECIALISTS IS PROPOSED TO PROVIDE CONTINUOUS TRAINING FOR NEW AND EXISTING STAFF. IT IS EXPECTED THAT BY PROVIDING A SEPARATE INSTITUTION FOR DANGEROUS INMATES, IT WILL MAKE POSSIBLE THE REDUCTION OF SECURITY RESTRICTIONS IN OTHER INSTITUTIONS, THUS FACILITATING EASE OF PROGRAM PLANNING AND COMMUNITY INVOLVEMENT. --IN ENGLISH AND FRENCH
