A SUSPENSION OR MORATORIUM OF CAPITAL PUNISHMENT IS SEEN AS THE ONLY ACCEPTABLE SOLUTION TO THE MULTIFARIOUS PROBLEMS OF THE DEATH SENTENCE.
Abstract
IT IS THE OPINION OF THE WRITERS THAT THE GEOGRAPHIC LOCATION, MORE THAN ANY OTHER FACTOR, MAY DETERMINE WHETHER THE DEATH PENALTY WILL BE INVOKED. IT IS THIS FACTOR WHICH PREVENTS EQUAL AND IMPARTIAL ADMINISTRATION OF THE LAW. IT IS DUE TO THE FACT THAT A JURY OFTENTIMES REFLECTS THE PREVAILING ATTITUDES OF THE COMMUNITY IN WHICH THE MEMBERS LIVE.
