This report details the activities and accomplishments of California's Career Criminal Apprehension Program (C-CAP) over the past 5 years.
Abstract
The purpose of C-CAP is to increase the capacity of local police agencies to investigate and apprehend career criminals through the use of management, organizational, and operational techniques that have proven effective. The C-CAP was established in 1978, and since then, 78 law enforcement agencies have received funds to implement the program statewide. These agencies have made changes in the ways in which they collect and apply information through the use of crime analysis. Through the improved collection of information, major changes have occurred in the use of patrol operations; this has in turn improved the results of criminal investigations. The overall impact of the C-CAP has been increased efficiency and effective management of the participating agencies. Following descriptions of C-CAP program phases -- long-range plan, the establishment of a crime analysis unit, the management of patrol operations, and the management of criminal investigations -- this report summarizes what has generally been accomplished in each of these phases by participating law enforcement agencies. Given the level of interest in the C-CAP program as manifested in the commitment of participating agencies to its implementation, this report recommends that the current level of funding for the program be maintained.
