Abstract
DETENTION IN NORTHERN IRELAND WILL BE NECESSARY, THEY SAY, AS LONG AS VIOLENCE AND INTIMIDATION MAKE THE NORMAL JUDICIAL PROCESSES UNWORKABLE. HOWEVER, DETENTION WITHOUT TRIAL SHOULD NOT BE INTRODUCED ELSEWHERE IN THE UNITED KINGDOM UNTIL THERE IS EVIDENCE THAT THE COURTS ARE UNABLE TO CONVICT KNOWN TERRORISTS.
