FIRST YEAR EVALUATION OF A PORTLAND IMPACT CITIES PROJECT TO PROVIDE INTENSIVE PROBATION COUNSELING AND SUPERVISION TO TARGET JUVENILE OFFENDERS RESIDING IN HIGH CRIME AREAS OF THE CITY.
Abstract
THE CASE MANAGEMENT CORRECTIONS SERVICES (CMCS) PROJECT ESTABLISHED FIELD OFFICES IN THREE PORTLAND NEIGHBORHOODS TO PROVIDE SERVICES TO YOUTHS WHO HAD BEEN CONVICTED OF IMPACT CRIMES IN AN EFFORT TO REDUCE THEIR RECIDIVISM RATE. TWO STUDY GROUPS WERE FORMED - A SIX-MONTH GROUP AND A THREE-MONTH GROUP - AND OFFENSE RECORDS FOR INDIVIDUALS BEFORE AND AFTER PROGRAM PARTICIPATION WERE COMPARED. IT WAS FOUND THAT THE SIX-MONTH GROUP EXHIBITED A 58 PERCENT REDUCTION IN REPETITION OF TARGET OFFENSES WHILE THE THREE-MONTH GROUP EXPERIENCED A 91 PERCENT REDUCTION.
