PRELIMINARY EVALUATION OF A PORTLAND IMPACT CITIES PROJECT TO PROVIDE INTENSIVE PROBATION COUNSELING AND SUPERVISION TO TARGET JUVENILE OFFENDERS RESIDING IN HIGH CRIME AREAS OF THE CITY.
Abstract
THE CASE MANAGEMENT CORRECTIONS SERVICES (CMCS) PROJECT ESTABLISHED FIELD OFFICES IN THREE PORTLAND NEIGHBORHOODS TO FACILITATE PROVISION OF SERVICES TO YOUTHS CONVICTED OF IMPACT CRIMES IN AN EFFORT TO REDUCE THEIR RATE OF RECIDIVISM. THIS PRELIMINARY REPORT IS CONFINED TO EVALUATION OF THE PROJECT'S EFFECTIVENESS IN REDUCING CLIENT RECIDIVISM COMPARED TO A CONTROL GROUP RECEIVING TRADITIONAL JUVENILE PROBATION SERVICES. ONE HUNDRED AND FORTY-SEVEN CMCS CLIENTS WITH AN AVERAGE OF NINE MONTHS OF SUPERVISION WERE COMPARED WITH 46 JUVENILE COURT CLIENTS WITH THREE MONTHS AVERAGE SUPERVISION TIME. BASELINE OFFENSE SCORES COMPARED TO SERVICE PERIOD OFFENSE SCORES ADJUSTED TO A 12 MONTH BASE SHOWED SIGNIFICANT REDUCTION IN TARGET OFFENSES FOR CMCS CLIENTS, BUT NOT CONTROL CLIENTS.
