PRELIMINARY ANALYSIS OF HANDLING OF APPEALS WITH EMPHASIS ON THE UTILIZATION OF STAFF FOR SCREENING APPEALS.
Abstract
A DISCUSSION OF THE PRESENTLY USED COURT SCREENING PROCESS AND ITS EFFECTIVENESS IS INCLUDED, AS WELL AS THE CLERK'S OFFICE PROCEDURES. TWO SECTIONS DISCUSS REPORTS AND CASE CARD FILES MAINTAINED BY THE COURT. A STATISTICAL ANALYSIS WAS PERFORMED ON THE DATA AVAILABLE AT THE COURT TO EXAMINE WORK LOAD, IN ORDER TO ADVISE ON THE DESIRABILITY AND NEED FOR REVISED METHODS OF CASE HANDLING AND THE POSSIBLE UTILITY OF EXTRA LEGAL STAFF WITH THE EVER INCREASING COURT BACKLOG, SCREENING BY STAFF WOULD SUBSTANTIALLY REDUCE THE WORKLOAD OF THE COURT. IT IS RECOMMENDED THAT ORAL ARGUMENTS ON MOTIONS BE ELIMINATED, EXCEPT IN THE MOST UNUSUAL CIRCUMSTANCES, TO REDUCE JUDICIAL TIME DEVOTED TO MOTION PRACTICE.
