Abstract
FORTY-SIX OUT OF FIFTY-FIVE SPAS RESPONDED TO THE QUESTIONNAIRE. FOR EACH TYPE OF TECHNICAL CAPABILITY, A LIST OF INDIVIDUALS POSSESSING THAT SKILL AND THE STATE THEY REPRESENT IS PROVIDED. AMONG THE TECHNICAL CAPABILITIES FEATURED IN THIS REPORT ARE THE DEVELOPMENT AND IMPLEMENTATION OF STATEWIDE CRIMINAL JUSTICE STANDARDS, CRIME-ORIENTED PLANNING, AND THE DEVELOPMENT OF PROCEDURES, CRITERIA, OR GUIDELINES FOR INTERNAL ADMINISTRATION, PERSONNEL ADMINISTRATION, DEVELOPMENT AND PROCESSING OF SUBGRANT APPLICATIONS, SUBGRANT ADMINISTRATION, AUDITING, FINANCIAL MANAGEMENT, AND PUBLIC INFORMATION. OTHER TECHNICAL SKILLS INCLUDED ARE TECHNICAL ASSISTANCE DEVELOPMENT, THE DEVELOPMENT OF EFFECTIVE WORKING RELATIONSHIPS BETWEEN THE SPAS AND REGIONAL PLANNING UNITS, EVALUATION, TRAINING, AND DEVELOPING PROCEDURES FOR ASSURING COMPLIANCE WITH STATUTORY REQUIREMENTS.
