REPORT ON A TECHNICAL ASSISTANCE STUDY OF THE RECORDS SYSTEM AND ORGANIZATIONAL STRUCTURE OF THE POLICE DEPARTMENT IN CEDAR FALLS (IA), A UNIVERSITY TOWN OF 34,000 PERSONS.
Abstract
THE CONSULTANTS CONDUCTED ON-SITE VISITS DURING THE PERIOD OF AUGUST 23-25, 1973. INTERVIEWS WERE CONDUCTED WITH THE DEPARTMENT'S SENIOR STAFF AND A REGULAR STAFF MEETING WAS OBSERVED BY THE CONSULTANTS AS A MEANS OF LEARNING ABOUT DEFICIENCIES IN THE DEPARTMENT'S ORGANIZATION. RECORD SYSTEM CONSULTATION WAS ACCOMPLISHED BY PROVIDING SUGGESTED FORMS TO THE CAPTAIN IN CHARGE OF POLICE RECORDS, CONDUCTING A TWO-HOUR ORIENTATION ON SYSTEM DESIGN AND METHODOLOGY, AND FORWARDING TEXT MATERIALS TO BE USED AS A FUNCTIONAL GUIDE. A NEW STRUCTURE FOR THE DEPARTMENT WAS OUTLINED AND FUNCTIONS DESCRIBED. A RECORDS SYSTEM TO MEET CURRENT AND FUTURE NEEDS WAS RECOMMENDED. AN APPENDIX CONTAINS GUIDELINES FOR THE RELEASE OF POLICE INFORMATION TO THE NEWS MEDIA.
