Abstract
CLASSIFICATION BY INSTITUTIONS BEGAN EARLY IN THE DEVELOPMENT OF PRISONS AND CORRECTIONAL INSTITUTIONS. CLASSIFICATION AS A MEANS OF TREATMENT IS A MIDDLE 20TH CENTURY DEVELOPMENT. THROUGH THE GROWTH OF THE SYSTEM OF CLASSIFICATION, THE THRUST HAS BEEN TO DEVELOP A DELIVERY SYSTEM THAT COULD BRING WHATEVER TREATMENT RESOURCES WERE AVAILABLE TO THE CORRECTIONAL CLIENTS WHO WERE THE INMATES IN PRISONS AND CORRECTIONAL INSTITUTIONS.
