Instead of the military or government as the primary target of terrorism, the threat has moved to the noncombatant civilian population. No explanation can be attributed to the shift in target tactics.
Abstract
Until there is international cooperation and agreement on the problem of terrorism, only a few measures can be taken to protect the civilian from being a victim of a terrorist attack. The terrorist is not after reforms, but political power, the destruction of the existing government, and the establishment of a regime under terrorist control. Terrorist techniques are to create grievances where none existed and to cause a breakdown of law and order. Although there are no easy solutions to the problem, measures can be taken to protect the civilian noncombatant, such as the New York City Police Department's creation of the Hostage Negotiating Team, whose techniques have been used successfully by many western governments. 12 references (Author abstract modified)
