Abstract
ACCOUNTS OF PERSONAL CAREER EXPERIENCES IN JUVENILE DELINQUENCY AND CHILD WELFARE FIELDS ARE PRESENTED. THE DEVELOPMENT OF THE JUVENILE JUSTICE COURT IN THE UNITED STATES IS TRACED. PREVENTION AND DIVERSION ARE INCREASINGLY VITAL TOPICS IN AMERICA BECAUSE OF THE REEXAMINATION OF THE ROLE OF JUVENILE AND FAMILY COURTS IN NONCRIMINAL AND MINOR CASES OF DELINQUENCY. STRATEGIES FOR FUTURE ACTION IN JUVENILE CORRECTIONS ARE SUGGESTED IN AN ESSAY WHICH URGES SERIOUS TREATMENT OF THE PROBLEM, THE ADOPTION OF A YOUTH PUBLIC POLICY, INVOLVEMENT OF THE COMMUNITY IN DIVERSION PROGRAMS WITH ADMINISTRATIVE CONTROLS AND ACCOUNTABILITY, AND THE INTEGRATION OF PUBLIC AND PRIVATE AGENCIES. THE STATUS OF THE JUVENILE JUSTICE SYSTEM IN ENGLAND AND WALES IS EXAMINED, WITH SPECIAL EMPHASIS ON THE EFFECTS OF THE 1969 CHILDREN AND YOUNG PERSONS ACT. THE CHILDREN'S PANEL IN SCOTLAND ADOPTED IN 1971 TO REPLACE JUVENILE COURTS, IS DESCRIBED. CHILDREN IN ALL BUT THE MOST SERIOUS CASES ARE REMOVED FROM THE COURTS AND GIVEN A HEARING BY A LAY TRIBUNAL. IN YUGOSLAVIA, THE JUVENILE JUSTICE SYSTEM ADOPTED IN 1960 PROVIDES FOR A VERY RESTRICTED JUVENILE COURT JURISDICTION WHICH DOES NOT HANDLE CHILDREN UNDER THE AGE OF 14. OLDER CHILDREN ARE DIVIDED INTO GROUPS OF 'YOUNGER MINORS' AND 'OLDER MINORS' AND ARE USUALLY GIVEN EDUCATIONAL MEASURES, ALTHOUGH IMPRISONMENT IS AN ALTERNATIVE FOR 'OLDER MINORS.' THE SWEDISH SYSTEM ALSO RELIES ON AGE BOUNDARIES, ANYONE UNDER THE AGE OF 15 MUST BE HANDLED BY THE SOCIAL WELFARE BOARDS DESCRIBED IN THE ESSAY. IN NIGERIA, PARENTS STILL HAVE CONTROL OVER THEIR CHILDREN; TRADITIONAL METHODS AND INNOVATIONS IN SOCIAL CONTROL ARE DISCUSSED IN RELATION TO JUVENILE DELINQUENCY. THE EVOLUTION OF THE JUVENILE JUSTICE SYSTEM IN CANADA IS TRACED FROM ITS BRITISH ORIGINS TO THE CURRENT SYSTEM WHICH LEANS HEAVILY TOWARD COMMUNITY-BASED DIVERSION PROGRAMS. AN INDEX IS PROVIDED.
