THIS ARTICLE DETAILS THE APPROACH TAKEN BY THE MULTNOMAH COUNTY DEPARTMENT OF PUBLIC SAFETY TO PREPARE AND TRAIN PERSONNEL FOR THE TRANSITION TO NEIGHBORHOOD TEAM POLICING, AND CONCOMITANT MANAGEMENT CHANGES.
Abstract
TRAINING EMPHASIZED THE ABILITY TO PERFORM EFFECTIVELY OUTSIDE THE RIGID CONTROL OF THE TRADITIONAL ORGANIZATIONAL STRUCTURE. EACH TEAM WAS TRAINED SEPARATELY FOR 40 HOURS. TRAINING WAS FLEXIBLE, DEPENDING ON INDIVIDUAL TEAM NEEDS. SPECIAL SESSIONS WERE HELD FOR THE SUPPORT TEAM - COMPOSED OF INVESTIGATIVE SPECIALISTS - AND MANAGERS.
