THE CHANNEL ENTERPRISES HALFWAY HOUSE IN IDAHO, A GROUP LIVING ENVIRONMENT WITH REHABILITATION PROGRAMS DESIGNED TO ASSIST FORMERLY INCARCERATED PAROLEES ADJUST TO COMMUNITY LIVING, IS DESCRIBED.
Abstract
THE HALFWAY HOUSE BEGAN OPERATIONS IN JULY 1976. A STEP SYSTEM OF DECREASING RESTRICTIONS AND INCREASING PERSONAL RESPONSIBILITY IS THE BASIS OF THE TREATMENT PROGRAM. PROFESSIONAL GROUP AND INDIVIDUAL COUNSELING, EMPLOYMENT COUNSELING, AND JOB-FINDING ASSISTANCE ARE PROGRAM SEGMENTS IN WHICH PARTICIPATION IS REQUIRED. APPLICATION FOR ADMISSION TO THE HALFWAY HOUSE PROGRAM IS VOLUNTARY. AS OF 1978, 85 PAROLEES WERE APPROVED FOR ADMISSION. FIFTEEN (FULL CAPACITY) WERE IN RESIDENCE, THREE WERE AWAITING SPACE, AND 67 WERE FORMER RESIDENTS. THIRTY-NINE PAROLEES (58 PERCENT) SUCCESSFULLY COMPLETED THE RESIDENTIAL PROGRAM. THE AVERAGE STAY FOR PREVIOUS RESIDENTS WAS 84 DAYS. PERSONS SUCCESSFULLY COMPLETING THE PROGRAM STAYED AN AVERAGE OF 104 DAYS, WHILE PERSONS WHO WERE UNSUCCESSFUL STAYED AN AVERAGE OF 57 DAYS. OCCUPANCY RATES IN 1976, 1977, AND 1978 HAVE AVERAGED 52 PERCENT, 76 PERCENT, AND 94 PERCENT, RESPECTIVELY. COSTS OF OPERATION COMPARE FAVORABLY WITH OTHER HALFWAY HOUSES OFFERING SIMILAR SERVICES. TOTAL EXPENDITURES IN 1977 WERE $129,139. WITH AN AVERAGE OCCUPANCY OF 11.48 PERSONS, THE COST PER CLIENT DAY AS $30.81. AT CAPACITY OPERATION (15 PERSONS), THE DAILY CLIENT COST IS $24.55. THE OVERALL ORGANIZATIONAL FRAMEWORK OF THE HALFWAY HOUSE IS ADEQUATE, ALTHOUGH SOME IMPROVEMENTS IN PROGRAM ADMINISTRATION ARE NEEDED. DEFICIENCIES EXIST IN THE DOCUMENTATION OF ACTIVITIES, THE AVAILABILITY OF INFORMATION, TECHNICAL ASPECTS OF CONSULTANT CONTRACTS, AND THE AVAILABILITY OF ESTABLISHED POLICIES AND PROCEDURES.
