THIS MAY 15, 1976 REPORT ON A STUDY OF THE MANAGEMENT AND OPERATION OF THE COUNTY SHERIFF'S OFFICE MAKES RECOMMENDATIONS FOR IMPROVED, MORE COST-EFFECTIVE DELIVERY OF SERVICES.
Abstract
THE SHERIFF'S DEPARTMENT'S NINE OFFICERS ARE RESPONSIBLE FOR A TOTAL POPULATION OF 55,000 IN AN AREA OF 736.2 SQUARE MILES. THIS MANAGEMENT STUDY COVERED THE FOLLOWING AREAS: RESPONSIBILITIES OF THE SHERIFF, DEPUTY SHERIFF, AND SECRETARIAL STAFF, FACILITIES AND EQUIPMENT, RECORDS AND REPORTS; REGULATIONS AND PROCEDURAL MANUALS; ORGANIZATION AND WORK SCHEDULE, PERSONNEL DEVELOPMENT; AND POLICYMAKING, PLANNING, AND ORGANIZATIONAL DEVELOPMENT. DETAILED STUDY FINDINGS AND CONCLUSIONS ARE PRESENTED CONCERNING THE LACK OF PUBLIC ACCOUNTABILITY AND RECORDKEEPING, CLEARLY-DEFINED RESPONSIBILITIES AND RESOURCES, GUILDLINES FOR PERSONNEL SALARIES AND PERFORMANCE, CRIME DATA, AND 24-HOUR CRIME PREVENTION AND EMERGENCY SERVICES. EIGHT SPECIFIC RECOMMENDATIONS FOR IMPROVEMENT ARE MADE, INCLUDING THE DEVELOPMENT OF DETAILED PROCEDURAL MANUALS AND JOB DESCRIPTIONS, PREPARATION OF A FORMAL WRITTEN INVENTORY OF DEPARTMENT EQUIPMENT AND SUPPLIES CONTAINING SEPARATE MAINTENANCE AND REPAIR RECORDS FOR EACH MAJOR COST ITEM, IMPLEMENTATION OF A FORMAL PERSONNEL RECORD SYSTEM, AND INITIATION OF A VEHICLE-USE STUDY TO DETERMINE VARIATIONS IN ASSIGNMENTS, RELATED NEEDS, SEASONAL USE PATTERNS, AND NEEDS. APPENDED ARE SAMPLE DATA FORMS AND ANNUAL REPORTS.
