ASSESSMENT OF THE NINE-MONTH OPERATION OF A NINE-MAN MOBILE STRIKE FORCE CONCENTRATING ON AREAS WITH A HIGH INCIDENCE OF BURGLARY AND ROBBERY.
Abstract
THIS REPORT CONSISTS OF A PRE-PROGRAM EVALUATION OF THE ACCURACY OF CHESTER'S CRIME, ARREST, AND CLEARANCE STATISTICS AND AN EXAMINATION OF THE DEGREE TO WHICH THE FOLLOWING TASKS WERE ACCOMPLISHED: MANAGEMENT, TRAINING, RESULTS, AND RECORDS. QUALITATIVE RESULTS IN EACH OF THESE FOUR AREAS ARE DESCRIBED AND DISCUSSED. EVALUATORS CONCLUDED THAT, DUE TO THE LIMITED PERIOD OF OPERATION, ONLY VERY GENERALIZED CONCLUSIONS COULD BE DRAWN ABOUT THE PROGRAM, SUCH AS ITS SUCCESS IN DEVELOPING OPERATIONAL AND ADMINISTRATIVE PROCEDURES, THE EXTREMELY HIGH MORALE OF THE UNIT, AND THE SUPERIORITY OF THE UNIT IN COMPARISON TO A SIMILAR MORRISTOWN PROGRAM. IT IS RECOMMENDED THAT THE PROGRAM BE CONTINUED; THAT BASIC FILES FOR INTELLIGENCE ACTIVITIES BE ESTABLISHED AND MAINTAINED; AND THAT MONEY BE BUDGETED FOR INTELLIGENCE GATHERING ACTIVITIES AND FOR THE PURCHASE OF SURVEILLANCE AND INTRUSION DETECTION EQUIPMENT, (THE APPENDIX CONTAINS A COPY OF THE COMPREHENSIVE PLAN FOR THE CHESTER POLICE DEPARTMENT TACTICAL SQUAD).
