A NUMBER OF SPECIFIC REFORMS ARE SUGGESTED IN ORDER TO GAIN FAVOR FOR THE CHICAGO POLICE DEPARTMENT'S POLICIES AND OPERATIONS AMONG MINORITY COMMUNITY MEMBERS.
Abstract
THESE REFORMS ARE DESIGNED SPECIFICALLY TO SUCCEED WHERE POLICE/COMMUNITY RELATIONS UNITS HAVE FAILED IN THE PAST. THE RATIONALE IS THAT THE PROGRAMS AFFECT THOSE LEAST WHO ARE THE MOST AGGRIEVED AND AFFECTED BY POLICE MISCONDUCT OR POOR PROVISION OF POLICE SERVICES. THE REFORMS INCLUDE AN INDEPENDENT POLICE MISCONDUCT FACT-FINDING AGENCY, AN INDEPENDENT CIVILIAN POLICE BOARD, REVISED MINORITY POLICE RECRUITMENT POLICIES, LATERAL RECRUITMENT, INTERNAL INTEGRATION OF POLICE ASSIGNMENTS, EDUCATIONAL STANDARDS, AND THE USE OF CITIZENS' RESOURCES IN CRIME PREVENTION.
